The Santa Fe Irrigation District (District) is seeking proposals from qualified Firms capable of performing construction management and inspection services for the Government Road Pipeline Relocations Project (J-1502). This Request for Proposal (RFP) describes the required Scope of Services (Attachment A), the minimum information that must be included in the proposal, and the Consultant evaluation and selection process.  Failure to submit information in accordance with this RFP’s requirements and procedures may be cause for disqualification.  For purposes of the RFP the terms Consultant, Firm, and Proposer are interchangeable.

The Construction Management and Inspection Services Consultant (Consultant) will provide CM and Inspection services required for the Government Road Pipeline Relocations Project (J-1502). Construction Management and Inspection services generally include construction administration, inspection, and specialty inspection and are described in more detail in the Scope of Work linked below. 

The Construction Contractor will be required to provide all necessary geotechnical testing services in accordance with the Construction Contract Documents; the Consultant will need to make certain that testing is conducted in accordance with the construction documents.  The Consultant will be required to provide inspectors that are certified for the specialty inspection required for all aspects of the project.  Any special tools, or other specialty inspection devices required to conduct the specialty inspection services shall be provided by the Consultant. 

It is anticipated that a Consulting Services Agreement contract will be issued, following District Board of Director approval, as a result of this solicitation process.  

Notifications regarding amendments or other information regarding this RFP will be automatically distributed via email ONLY to firms who sign up through for the CM RFP, at no cost.

 Requests for interpretation, clarification and/or explanation regarding any aspect of this RFP must be received in writing by District no later than 2:00 P.M., Pacific Standard Time (PST), Monday, July 18, 2022. Questions must be sent to the attention of Marissa Potter, Engineering Services Manager, via e-mail to .  Questions submitted via e-mail shall contain the following title in the Subject line: Government Road Pipelines Relocation Project - CM RFP Question.

Questions will not be accepted by telephone.  Any questions received after this date may not receive a response. Written responses to questions will be sent to all Proposers

A mandatory pre-proposal meeting will be held July 13, 2022 at 9:00 am at the Santa Fe Irrigation District Office, located at 5920 Linea del Cielo, Rancho Santa Fe, CA. All Proposers are required to attend the pre-proposal meeting. A site walk in the City of Solana Beach will immediately follow the discussion/description portion of the meeting. Interested consultants are also encouraged to contact SFID to discuss questions or schedule a personal meeting.
