NOTICE INVITING BIDS
The Santa Fe Irrigation District (“District”) will receive sealed bids for the Government Road Pipeline Relocations Project (J-1502) at Santa Fe Irrigation District, 5920 Linea del Cielo, PO Box 409, Rancho Santa Fe, CA 92067 no later than July 25, 2022 at 2:00 p.m., at which time or thereafter said bids will be opened and read aloud. Bids received after this time will be returned unopened. Bids shall be valid for 120 calendar days after the bid opening date.
The work generally consists of the construction of 1,945 lineal feet of 16-inch and 1,150 lineal feet of 20-inch diameter, polyvinylchloride (PVC), potable water, transmission and distribution pipelines; connections to existing 4-, 6-, 8- 10-, and 20-inch diameter distribution pipelines; installation of isolation valve, air/vacuum valve and blow off assemblies; removal and disposal of approximately 1,770 lineal feet of 6-, 8-, 10-, 16- and 20-inch diameter asbestos cement pipelines; abandonment of approximately 1,465 lineal feet of existing 6-, 8-, 10-, 16- and 20-inch diameter asbestos cement pipelines; replacement or relocation of water services; asphalt concrete pavement restoration; site restoration; and all incidental work and services. The construction estimate for this project is $3.0 Million.
Bids must be submitted on District’s Bid Forms. Bidders can obtain an electronic copy of the Contract Documents on the District’s website at www.sfidwater.org. On the District website, there is a link to www.ebidboard.com which hosts the full set of Contract Documents. Contractors should register for this project’s Prospective Bidders List to receive project updates. Addenda and other notices will be posted on www.ebidboard.com and distributed to those parties registered for this particular project on this website.

A Mandatory Pre-Bid Conference and sign-in will be held at Santa Fe Irrigation District office, located at 5920 Linea del Cielo, Rancho Santa Fe, 92067, on the following date(s) and time(s): July 13, 2022 at 9:00 a.m. A site walk in the City of Solana Beach will immediately follow the discussion/description portion of the meeting. Each and every Bidder “MUST” attend the Pre-Bid Conference. Prospective bidders “MAY NOT” visit the private, inaccessible portions of the Project Site without making prior arrangements through the Santa Fe Irrigation District, contact: Marissa Potter, Engineering Services Manager, telephone (858) 756-2424. Bids “WILL NOT” be accepted from any bidder who did not attend the Pre-Bid Conference.
SPECIAL NOTICE ABOUT COVID-19: This Project consists of essential work and will therefore proceed unless appropriate governmental authorities order the work to cease. By submitting a Bid for this work, Bidder agrees to proceed with the work as proposed and to execute the contract in the form provided. Any conditions, caveats, or force majeure notices submitted with Bidder’s bid will not be accepted and may result in a determination that the bid is non-responsive. Any such conditions, caveats, or notices submitted after award may result in the forfeiture of Bidder’s bid security and award to the next lowest bidder. Bidders shall comply with the requirements provided in the section titled, “COVID-19 Safety Measures,” of the Special Conditions. The costs of adhering to and complying with such requirements, and any future updates thereto, shall be included in the Bidders’ bid amount. Key prevention practices include, but are not limited to, physical distancing, face coverings, frequent handwashing, regular cleaning and disinfection, and training employees on preventing the spread of COVID-19.
